The new rates took effect October 1, 2025, following amendments to Sections 638–642.5 of Article 8, Division 7, Title 16 of the California Code of Regulations.
Who Is Affected
The adjustment impacts a wide range of license types administered by BSIS, including private patrol operators, security guards, alarm companies, locksmiths, private investigators, and firearms permit holders.
Examples of new fees include:
- Alarm Company Operator (ACO) — Application fee: $407 (was $370); Renewal: $825 (was $750).
- Firearms Permit (FQ) — Application fee: $110 (was $100); Renewal: $126 (was $118).
- Security Guard (G) — Application fee: $60 (was $55); Renewal: $44 (was $40).
- Locksmith Company (LC) — Application fee: $407 (was $370); Renewal: $825 (was $750).

Effective Immediately
As of October 1, 2025, all new applications and renewals are subject to the higher rates.
Any applications postmarked or submitted electronically after September 30, 2025 must include payment at the new fee level or risk being rejected as incomplete.
Why the Increase
BSIS explains that the adjustment aligns fee structures with operational costs necessary to maintain licensing programs, enforcement, and consumer protection services. The 10 percent hike helps ensure the Bureau can continue to process applications efficiently and uphold public safety standards across California’s private security and investigative industries.
